The TSA rule, in one paragraph
The rule that governs carry-on fragrance in the United States is the 3-1-1 liquids rule: containers of 3.4 ounces (100 ml) or less, all fitting inside one clear quart-sized zip-top bag, one bag per passenger. The limit applies to the container size printed on the bottle, not to how much is left in it — a half-empty 100 ml bottle is still a 100 ml container and will be taken. Two practical consequences. First, a great deal of standard fragrance packaging — the common 3.4 oz / 100 ml bottle — is exactly at the limit rather than over it, so it is often carry-on legal on size, though it will eat a large share of your quart bag. Second, if you are checking a bag anyway, the whole question is moot; the reason to decant is convenience and risk, not legality. Decanting your own: the cheapest option by far
If you already own a fragrance you love, the best travel solution is not buying another product. It is a refillable atomizer, which costs a few dollars and lets you carry the scent you actually wear.
- Get a proper travel atomizer, not a sample vial with a dab top. A 5 ml sprayer is the useful size — it covers a week and fits a jacket pocket.
- Fill it correctly.Most refillable atomizers are designed to be filled by removing the collar from your full-size bottle's sprayer and pumping directly, which avoids exposing the fragrance to air. Do it over a sink, and expect the first attempt to be messy.
- Do not decant into an open vial for long-term storage. Air is one of the three things that degrades fragrance, as our shelf-life guide explains. A sealed atomizer is fine for weeks; an open container is not.
- Label it. Obvious, and universally ignored. Three unlabelled identical atomizers in a drawer is a problem you only create once.
Flying with fragrance: the practical version
Keep it in the quart bag with everything else rather than loose in your carry-on, so you are not unpacking a suitcase at a checkpoint. If you are checking a bag and taking a full-size bottle, wrap it in clothing in the middle of the case rather than at the edge, and consider a zip bag around it — glass survives most trips, and the one time it does not is expensive in more ways than the bottle.
